油气田公司科技政策效应分析——以中国石油西南油气田公司为例

摘    要:近年来,中国石油西南油气田公司以科技发展为动力,先后出台了多项科技政策,推动了该公司技术进步和公司业绩稳步提升。为深入分析科技政策在油气田公司发展中的重要作用,通过构建科技政策效应评估指标体系,采用德尔菲法和综合比对分析方法,对该公司“十一五”期间科技政策效应进行了对比分析。结果表明,该公司围绕四川盆地重点勘探领域、战略接替领域、油气生产中的突出问题开展科技攻关,发展和完善了9大主体技术系列,转化应用成效显著,科技贡献率达到50.57%,在天然气科技领域的创新能力名列前茅,科技创新综合实力位居中国石油天然气集团公司中上水平。为适应该公司“十二五”科技发展需求,提出了如下健全和创新该公司科技政策的建议:①积极研究、争取和探索利用国家科技政策;②建立科技投入的长效机制;③加快科技创新文化建设,加强科技绩效评价与激励;④探索科技人才职业发展“双序列制度”。

Abstract:Over the past years, the PetroChina Southwest Oil & Gasfield Company, motivated by the scientific and technological development, has already formulated many relevant policies promoting technical progress and steady performance of this company. To explore the important role that the Sci Tech policies play in the company's development, an assessment index system was established for evaluating such effects. Then, the Delph Method and integrated comparative analysis were adopted to discuss the effects of Sci Tech policies made by the company during the 11th Five Year Plan. Results show that this company has developed and completed 9 technical series focusing on those outstanding issues especially in major exploration zones, strategic alternative areas and oil & gas production in the Sichuan Basin. Moreover, obvious results are shown from the transformation of Sci Tech achievements and the Sci Tech contribution ratio is 50.75%. In this way, the company's innovation ability in natural gas sector becomes one among the best and its comprehensive strength has come to the middle and upper level among the CNPC companies. To meet the needs of Sci Tech development in the 12th Five Year Plan, we present the following proposals for fulfilling the company's Sci Tech policies. (1) National Sci Tech policies should be studied, explored and taken good advantage of. (2) Long term Sci Tech input mechanism should be built. (3) Sci Tech innovation culture should be developed fast to strengthen the evaluation and stimulation of the Sci Tech performance. (4) A pairwise sequence system should be explored for the career development of Sci Tech talents.
