| 摘 要： | 文中从规划、建设、管理三个环节入手，结合前几年实施农村饮水解困工程的经验教训，分析了即将实施的农村饮水安全工程在前期工作、组织实施、资金筹措、群众参与、水源保护、经营管理形式和管理机制建立等环节应注意的问题和对策。
