公众参与城市规划的探索--以泉州市为例

泉州市城市规划中的公众参与存在以下问题：城市规划的公众参与缺乏法律上的支持和制度上的保障；城市规划的公众参与缺乏台理的组织机制；城市规划忽视了公众团体组织的介八。应该从转变观念、完善法律、建立参与组织、理顺程序、监督落实等方面着手，建立公众参与城市规划保障机制。

Exploration on Public Participation in Urban Planning--With Quanzhou City as an Example

There exist with the public participation in urban planning the following problems:there is a lack of legal support and system guarantee for the public participation in urban planning;there is a lack of reasonable organizational mechanism in public participation in urban planning;the involvement by public incorporations in urban planning has been ignored.Therefore,it is necessary to change the concept,perfect the legal system,establish partici- pating organizations,smooth out the procedure and supervise on the implementation,etc.so as to form a safeguard mechanism for public participation in ur- ban planning.
