关于完善和推进海南省生态建设的思考

科学发展观的实质是实现经济社会更快更好地发展 ,根本要求是统筹兼顾 ,本质和核心是坚持以人为本 ,建设生态省是海南省落实科学发展观的具体行动。文章结合海南省实际 ,提出要以科学发展观为指导 ,科学理解生态省建设内涵 ,正确处理经济发展与环境资源保护的关系 ;坚持以人为本 ,改善人居环境 ,提高生活质量 ;创新完善考核机制等。

THOUGHT ON PERFECTION AND ACCELERATION OF ECOLOGY CONSTRUCTION IN HAINAN PROVINCE

The essence of the concept of scientific development is the realization of development of economy society.The essential request is making overall plans and taking all factors into consideration. The core is making human as standard. Constructing ecotypic province and accelerating organic combination of economy development, environment protection and society advancement, are the practical action to carry out the concept of scientific development in Hainan Province. Based on the practical situation in Hainan Province, the paper suggests that the meaning of ecotypic province should be scientifically understood under the guidance of the concept of scientific development, the relationship between economy development and environment resources protection should be correctly disposed, the principle making human as standard should be kept,the inhabitation environment and living quality should be improved, the checking system should be perfected and innovated.
