低碳产业规划在城市总体规划中的应用研究——以北戴河新区为例

本文回顾近年来产业规划以及低碳理论在城市总体规划中的应用和新进展，以低碳的视角重新审视北戴河新区总体规划中的产业专项规划，试图将低碳理念融入到传统产业规划的产业现状分析、产业目标确定、产业体系调整和产业用地布局等各个环节中，从而形成总体规划低碳产业规划的技术路线，应用到北戴河新区总体规划中。

Research on the Low Carbon Industry in the Master Planning:Case of Beidaihe New District

With new demands and new opportunities coming up, the transformation to a low-carbon and eco- city is in a pressing need in the developing of Beidaihe New District. Since industry has become the biggest source of carbon emission, the transformation of the industry planning method to insure low-carbon development of industry is the key point to the transformation to a low-carbon city. Through reviewing the theory of industrial planning and low-carbon city, and the application of the related methods, this paper tries to discuss the industrial planning of Beidaihe New District＇ s master planning in the view of low-carbon. The technical method is applying low-carbon theory to all sections of industrial planning, which includes analyzing industry current situation, launching a goal of the low-carbon development, setting up proper industry system and laying out industrial land. In the mean time, C02 emission, carbon emission intensity and carbon emission density that aimed at quantization analysis has drawn in, which will guarantee the rationality of the study and provide evaluation to planning achievement. Finally, this paper provided a conclusion through research and practice： （1） Traditional city master planning should adjust to climate change and pay attention to intensive study on low-carbon planning; （2）Low-carbon industrial planning is proved to be an important role in China＇ s city master planning;（3） Low-carbon industrial planning rely deeply on research on industrial CO2 inventory;（4） Low-carbon industrial planning mainly includes setting up proper industry system and laying out industrial land.
