“历史地段”一词对规划工作者来说并不陌生,但其确切的涵义、它对保护历史文化的作用、它与文物保护单位及历史文化名城的关系、它的具体确定和保护的原则与方针等问题,过去尚未进行过系统的讨论研究。近年来随着规划和建设实践的发展,历史地段的保护问题已日益突出,引起规划部门和社会各界的关注。由此,1991年10月历史文化名城规划学术委员会选择“历史地段的保护与更新”为年会主题就显得十分适时和必要。会上专家学者对将历史地段作为历史文化保护的一个层次列入规划范畴;并建议制定相应的规定、条例、规划保护原则以保证其实施等问题,均取得了共识。 我们将会上讨论的主要观点、意见进行摘编与会议通过的“关于历史地段保护的几点建议”一并刊登如下,以引起广泛的重视。欢迎读者对“历史地段的保护”问题来稿发表意见和观点。

Discussion on Question of Heritage Conservation

This paper is a collection of excerpts of speeches delivered at the annual seminar of the Committee of the Chinese Cities of historical significance,the topics at the seminar being the conservation and rehabilitation of urban areas of historical significance which touched upon the urban context in the area concerned,the historical significance of the conserved area and the effects therein,conservation planning and directives needed and so on.
