水价管理办法中的农业供水价格

新的<水利工程供水价格管理办法>规定农业供水价格按补偿供水生产成本、费用的原则核定,实行两部制水价,但在实际执行中存在一定难度,因此,建议出台地方性的具体实施办法,制定配套政策,通过改革努力降低供水成本,提高农民对水费的承受能力.

Water Pricing Issues Related to Rural Water Supply in the Method of Water Tariff Management

New Management Method for Water Tariff of Water Supply Projects regulates that water charges of agricultural water supply should be approved on the basis of production costs and fees of additional water supply. A double track system is used for defining water tariffs, however its implementation faces difficulties. Therefore, it is suggested that local implementing regulations and counterpart policies should be issued and the cost of water supply be reduced by taking reform so as to increase the bearing capacity of farmers for paying water charges.
