在对电力体制改革进行简要回顾基础上,分析了电网企业面临的新形势,出现的新问题．提出了构建“哑铃型”发展战略的新思路。得出初步结论：电网企业必须以建设牢固的电网网架和技术支持能力为硬件,提高电网安全运行与可靠供电能力;以构建电力营销新体系为软件提高市场竞争与优质服务能力,这是“哑铃”的两端。以注重形成优秀企业文化和企业经营理念,构造独特、有效的价值链．建立有效的企业资源整合这三个层面为基础,构建“哑铃”的中间支撑。其关键是形成电网企业核心竞争能力,塑造电网企业新形象,为社会提供优质的电力产品和优质的服务。

Strategic thought about electric network enterprises in the reforming electric system

Briefly looking back at the reform of electric system, the paper analyses electric grid enterprises facing with new situation and puts forward new idea of constructing "the type of dumbbell" development strategy, draws preliminary conclusion: Electric grid enterprises must build up the strong grid frame and technology sustaining ability as hardware, improve safety operation and reliable power supply to construct new electric marketing system as software, increase competition and high quality service, are the both ends of dumbbell; the middle part of it is forming excellent enterprise culture and management principle, setting up unique value chain and effective resources conformity. The key is to construct core competition ability of gird enterprises, set up new enterprises's images and provide high quality production and service.
