从公文保密看我国古代信息保密管理

中国古代有很多思想家从理国、治军、建业、修身这几个方面论述保密对维护国家安全和利益的重要性。在此基础上形成了古代信息保密的范围，包括国家政治大事、官署工作信息、军事情报信息、人事任免等重要信息。为了保护这些机密信息的安全，从先秦的萌芽，秦汉的发展，唐宋的逐步完善，最终在明清时期形成比较成熟的保密制度。在漫长的历史长河中建立了许多信息保密的制度，本文主要从古代公文保密的角度探讨一下信息管理的保密制度。
