微电网运行与控制IEC标准进展与分析

摘    要:近年来,微电网及分布式能源的市场繁荣促进了其各项技术的标准化进程。文中首先综述了部分国内外分布式能源、微电网的标准规范的制定与发展现状,然后参考国际电工委员会(IEC)微电网国际标准制定中的经验和思考,阐述了微电网IEC/TS 62898的设计框架。最后,介绍了IEC微电网运行控制与保护标准的主要研究内容及进展,并从微电网分类及应用场景方面、微电网与主网的互动能力方面、微电网储能的运行与控制方面、微电网保护和控制机制方面、微电网各主体信息交互方面对IEC/TS 62898与IEEE 1547的差异进行了详细分析。

Abstract:Recently, the prosperity of microgrid and distributed energy resources promotes the standardization of various technologies. Firstly, this paper reviews the development and current situation of international and China''s standards about microgrid and distributed energy resources. According to the experience and thought acquired from the drafting process of International Electrotechnical Commission(IEC)microgrid series standard, the whole framework of microgrid IEC/TS 62898 is described, which includes technical requirements for operation, control and protection. Then, the difference of IEC/TS 62898 and IEEE 1547 has been deeply analyzed and compared in detail, which includes microgrid classification and its application scenario, interaction between microgrid and bulk gird, energy storage operation and control in microgrid, microgrid protection and control mechanism, and microgrid information architecture.
