| 摘 要： | 既有建筑节能改造不能单独以政府行政命令来进行,应该在政府的引导帮助及受益者部分出资的前提下,坚持走市场化道路。改造企业要勇于突破限制房屋节能维修改造的常规,吸纳社会资金的参与,创造建筑产业新的增长点。政府部门要积极引导社会力量参与节能改造,扶持改造企业,勇于承担既有建筑节能改造的社会责任和风险,使企业真正成为研发投入的主体。
