我国西部地区PPP项目合作效率关键因素研究

基于对西部地区PPP项目合作效率影响因素的实际调查，建立PPP（Public-PrivatePartnerships）项目合作效率指标体系的结构方程模型（StructuralEquationModel），探寻到影响西部地区公共项目公私合作效率的关键因素主要包括：政府帮门的执行力度、公众的意见、企业履约能力、特许政策的连续性和稳定性、公众监管机制。为加快西部地区公共项目建设，促进政府和企业共同参与合作，建立公正、公开的公共项目公私合作政策与机制，提供了有效的决策依据。

Key Factors of PPP Cooperation in the Western Region of China

Based on the investigation of the factors influencing the efficiency of PPP （public-private partnerships） cooperation in the western region of China, a Structural Equation Model （SEM） of PPP cooperation efficiency is built, to explore the key factors affecting the public-private partnerships efficiency in the western region, mainly include： executive strength of the government＇s department, public opinion, enterprise performance ability, the continuity and stability of chartered policy, public supervision mechanism. The paper provides an effective basis for decision-making about speeding up the construction of public projects in the western region, promoting the government and enterprises to jointly participate in the cooperation, establishing the fair policy and mechanism for public-private cooperation.
