| 摘 要： | 介绍了美国和日本灾害应急管理法律体系建设的情况,并对其从体系管理、决策模式、社会动员等方面进行分析比较,由此分析探讨我国灾害应急法制建设存在的问题和解决途径,并就我国灾害应急救援法律体系的构建提出建议.
