| Abstract: | Based on transformation of public management theory, this paper analyzes the mode of urban management that prevailed in China currently and indicates that urban administration will be on the way to the mode of urban service in the future that aims at urban human development, is implemented by providing for good service and is sustained by market spirit and citizen participation. |
