摘    要:在分析黄河下游高质量发展内涵的基础上,从经济发展、开放合作、创新驱动、社会民生、生态环境5个维度构建了高质量发展评价指标体系,测算出黄河下游2010—2017年高质量发展水平,并利用Copulas函数和灰色关联度分析法对黄河下游水资源利用量与高质量发展间的关联程度进行定量评估。结果表明:黄河下游高质量发展水平整体呈现稳定上升趋势,各城市高质量发展水平差异明显;黄河下游用水总量与高质量发展水平之间具有较强的相关关系,高质量发展水平越高的城市,关联程度越强;整体上,工业、生活环境用水量与高质量发展关联度略高于总用水量、农业用水量与高质量发展的关联度。

Abstract:Based on the analysis of the connotation of high-quality development in the lower reaches of the Yellow River, a high-quality development evaluation index system was constructed from five dimensions of economic development, open cooperation, innovation-driven development, social livelihood, and ecological environment to calculate the high-quality development level in the lower reaches of the Yellow River from 2010 to 2017. Copulas function and grey correlation degree analysis method were used to quantitatively evaluate the correlation between water resources utilization and high-quality development in the lower reaches of the Yellow River. The results show that the overall level of high-quality development in the lower reaches of the Yellow River shows a steady upward trend with obvious differences in the level of high-quality development among different cities. Besides, there is a strong correlation between total water consumption and high-quality development level in the lower reaches of the Yellow River and cities with a higher level of high-quality development have a stronger degree of correlation. Overall, the correlation between industrial and living water consumption and high-quality development is slightly higher than that between total water consumption and agricultural water consumption and high-quality development.
