At present, there is a lack of scientific delimitation on the profundity and practice of de- tailed planning for scenic areas by the Code for Scenic Area Planning, which has resulted in the unclear distinction between the planning stages, imprecision in the stipulation of the profundity of planning for each stage, lack of detailed classifica- tion of land use, poor compatibility in land use as lack of a control target system. The profundity of the content of the detailed planning for scenic ar- eas should match the profundity of the content of "Regulatory Detailed Planning in the Series of Urban Planning" and the "Target Control System" should be introduced into urban planning.
