摘    要:以河北省人才战略为基点,在对河北省的人才资本与经济增长进行了实证分析后,得出了人才资源对经济增长的贡献率显著为正,但对产出不具有长期增长效应的结论.溯其根源,在于河北省的人才资本水平相对于劳动力增长提高缓慢,由此,发展高等教育,提高人才资本水平成为河北省实施人才战略的基石.

Abstract:This article begins with the thinking about the talent strategy of Hebei province, through an empirical analysis on the relation between talent capital and the economic growth, it draws to a conclusion that the rate of talent capital con- tributes to the economic growth is significantly positive whereas its long-term effect on economic output is weak. The cur- rent level of talent capital is still low since talent capital growth does not keep the same pace with general labor resources growth. Therefore,it is necessary to develop the higher education intensively so as to raise the level of talent capital to sustain the talent strategy.
