| 摘 要： | 公正与效率之所以成为城市规划价值取向的两难选择,是因为只看到了公正与效率的对立性,而没有看到公正与效率的统一性。其实,公正是为了更高的效率,效率是为了更好的公正,两者是一个螺旋式上升发展的过程。若将公正与效率纳入城市可持续发展的轨道,在可持续发展的目标中审视两者的关系,则问题的解决就有了根据,就会实现公正与效率的有机整合。

| Abstract: | The reason why justice and efficiency are the alternative of urban plan- ning's view of value is that people only know the contradiction of justice and effi- ciency,not the unity of justice and efficiency.In fact,justice is for higher efficien- cy,while efficiency is for more justice,the inter-relationship between justice and ef- ficiency is spiral development.If we evaluate the inter-relationship between justice and efficiency by the way of sustainable development,the problem will be solved easily,and justice and efficiency will be integrated successfully. |
