低碳形势下的灵活电价机制研究

摘    要:从基于需求侧管理的电价机制角度探究了电力行业低碳化的发展方向.针对传统电价机制的缺点与不足,提出了弹性分时电价、均值电价、预付式分时电价以及节能设施补助电价等一系列基于需求侧管理的灵活电价机制及相应模型,在分析模型原理和适用范围的基础上,通过算例对弹性分时电价、均值电价、预付式分时电价三种模型的实际算法及可行性进行研究,并结合广东地区的特点分别给出了这三种模型适用区域的建议.

Abstract:In aspect of power price mechanism based on demand side management, this paper discusses development direct of low-carbon in electric power industry. Aiming at demerits and shortcomings of traditional power price mechanism, it proposes series of flexible power price mechanism and related models based on demand side management in aspects of elastic time sharing power price, mean value power price, prepayment power price and subsidy power price for energy saving and emis- sion reduction facilities. In addition, it analyses principles of models and scope of application. On the basis of above analysis, it studies practical algorithm and feasibilities of three models including elastic time sharing power price, mean value power price and prepayment power price. Combining with characteristics of Guangdong region, it proposes suggestions concerning applied regions about these three models.
