摘    要:实施设备技术标准规划对于促进标准的全面覆盖、有序衔接、保障安全生产具有重要意义,同时也是标准化工作改革的客观要求。在此背景下,本文在全面剖析设备技术标准存在问题和技术标准规划编制难点的基础上,明确规划编制边界条件,研究提炼技术标准类型,优化形成设备品类,基于“总量-存量=增量”理论首次提出了一种适用于电力企业设备技术标准的规划方法,并运用该方法完成了企业设备技术标准的规划实例编制。研究结果对企业实施设备技术标准规划、提升技术标准编制质量等具有全面的指导意义。

Preliminary Studies on Technical Standards Planning Method of Power Enterprise Based on Omnidirectional Coverage
Abstract:The technical standards planning of grid equipment plays an important role in promoting technical standards’ comprehensive coverage, orderly connection and guaranteeing safe production, which is the objective requirement of standardization reform as well. In this context, based on the analysis of the problems of equipment technical standards and difficulties of technical standards planning, the paper defines the boundary conditions of planning, extracts the types of technical standards, and optimizes the categories of grid equipment. It also proposes a planning method suitable for equipment technical standards of power enterprises on “total minus stock equal increment” theory for the first time, and completes the equipment technical standards planning of power enterprises via this method. The results are of comprehensive guiding significance for the implementation of equipment technical standards planning and quality improvement of power enterprises’ technical standards.
