| 摘 要： | 《政府采购协议》(GPA)是WTO政府采购领域的国际贸易协议.本文详细解析了WTO、GPA文本和案例中对出退价标准的界定,通过比对研究,分析了GPA出退价标准的差异及产生原因,进而为我国GPA出价提出建议.

| Abstract: | GPA is the WTO international trade agreement in public procurement. This paper analyses the terms and definitions of the offering and withdrawing standards in WTO, GPA and related cases, and discusses the differences of the offering and withdrawing standards, providing some proposals about China's GPA offerings. |
