摘    要:随着我国基础设施建设领域的快速发展,BOT-TOT-PPP集成融资模式与多种基础设施建设项目的结合越来越紧密,对其面临风险的研究十分重要。结合该模式下的实际案例,识别风险要素,通过ISM解释结构模型构建多层级风险模型,运用模糊综合评判法对最高级别风险进行模糊分析,针对该风险提出集成融资模式下适合的单个融资模式.选取的案例在BOT-TOTPPP集成融资模式应用中较为典型,研究出的结果对今后运用该融资模式的项目具有一定借鉴意义.

Abstract:With the rapid development in the field of infrastructure construction, the integration of BOT - TOT - PPP financing model combines with a variety of infrastructure projects more and more closely. It is very important to study on its risks. The study is carrying out combined with actual case. Then, the fuzzy evaluation method is used to quantify the highest level of risk analysis by the ISM interpretative structural modeling on the basis of i- dentified risks and a suitable single financing model is then put forward to avoid the risks in the integrated finan- cing. The selected case is typical in the application of the integrated financing of BOT - TOT - PPP model. The result of the study has referential significance to building the financing model in the future.
