| 摘 要： | 煤矿安全投入结构合理与否,决定着煤矿安全运行状况和安全效益的高低。受传统安全投入意识与观念的影响,加上缺乏正确引导和有效监督,我国煤矿安全投入"重硬件,轻软件"等结构失衡现象比较突出。我们应该坚持有利于促进安全供给与安全需求的协调发展,推动技术进步和实现安全效益最大化的标准,根据安全投入结构优化模型,予以调整。

| Abstract: | Operation status of safety and safety benefit of mine enterprise depends on the rationality of structure in safety input.Being bond of traditional consciousness and ideas of safety input and the lack of correct guidance and effective supervision,the phenomenon of emphasizing on hardware while despising software is more obvious.we should stick to the standard of being beneficial to Promoting the Harmonious Development of safety supply and safety requirement,accelerating technical progress and fully realizing safety benefit.And then readjusting the structure of safety input. |
