澳大利亚能源市场下的需求侧管理经验分析

根据澳大利亚经济社会发展特点,将需求侧管理分为电网驱动、环境驱动、零售/批发驱动3种类型,并介绍政府根据各个特点所制定的推广应用措施。从实证角度结合新南威尔士（NSW）政府温室气体减排标准与全国电力市场规划的个案,论证需求侧管理的效益价值。最后在上述研究的基础上,分析实施需求侧管理对电力系统产生的影响,得出澳大利亚政府在DSM项目和技术积累中的成功经验,总结对我国建设完善需求侧管理体系的启示。

Analysis of Australian DSM experience in the energy market

DSM can be divided into three types,which are network driven DSM,environmentally driven DSM,retail or wholesale market driven DSM,according to the characteristics of Australia＇s economic and social development,and then the applications are introduced. Based on the plan of NSW government greenhouse gas emission reduction standards and the national electricity market,two cases are used in the empirical study to prove the effectiveness. Finally the paper analyzes the impact of the power system from the research implementation. On this basis,investigation of DSM advances lessons from the Australian government projects and technology accumulations,and the enlightenment of how to construct the DSM system is summed up.
