摘    要:针对安全生产监管部门的应急需要,建立了一个基于WebGIS平台的应急救援指挥系统。从应急救援反应机制出发,提出了明确的系统设计目标,并采用3层架构模式设计了事故上报、实时监控、应急资源和队伍调度等子系统,最终对各子系统进行整合,设计完成了该应急救援指挥系统。系统运行结果表明,系统的建立改善了原有信息传递模式,为及时、有效的安全生产应急救援指挥工作提供了有力支持。

Abstract:This paper introduced an Emergency Rescue System based on WebGIS, which was used for the urgent need of Safe Production Bureau. With emergency rescue reaction mechanism and the design purpose, accidents report, real time monitoring, emergency resources and rescue team and other systems had been designed based on three-tier architecture model. Finally, a whole Emergency Rescue System was established. The practical operation shows that the system improves the modes of message transmission, and provides strong support for emergency rescue and commanding.
