| Abstract: | In order to accomplish the change from traditional city administration to modern city governance and city good governance,it is necessary to redefine the role of government,improve government management,and give full play to the non-governmental organizations and citizens so as to construct the partnership model with trust,consultation and cooperation among the government,non-governmental organizations and citizens. |
