美国大都市区的协调与管理

通过分析美国大都市区发展中由于行政分割面临的种种区域性的矛盾和问题 ,着重阐述了美国大都市区实行区域协调管理的做法和经验 :市县合并 ;建立有权威的大都市区政府 ;组建半官方性质的地方政府联合组织 ;设立功能单一的特别区及其专门机构 ;政府间签订合约。最后针对我国城市化发展和强化城镇密集地区协调管理提出 :有必要建立综合的或专门的跨区域行政组织来强化区域协调管理 ;区域规划是解决城镇密集地区区域问题的有效途径 ;加快市场化改革是增进区际合作的根本措施

DEVELOPMENT AND MANAGEMENT OF THE AMERICAN METROPOLIS

This paper points out that the metropolitan growth is one of the major tendencies of American urbanization. Some problems are resulted in this process due to the administrative separation: impossibility to implement the regional plan, difficult in site optimization of regional public facilities, contradiction in business and industrial location, and urban sprawl. To solve these problems such measurements have been taken as annexation of city and county, legitimize a strong metropolitan government, semi-governmental cooperation of localities, special district or agency for specific function, contract between local governments. Suggestions are raised for the urbanization in China: setting up some trans-administration mechanism to strengthen the regional coordination and formulating regional plan to solve existing problems.
