当前建筑节能实施过程中的若干问题及对策

节约能源、提高能源的利用率是我国的基本国策，建筑节能承担了“十一五”时期41％的节能指标，建筑节能工程己成为一项民生工程．涉及千家万户，建筑节能工程质量好坏影响面广。文章时建筑节能实施过程中存在的问题进行了较为系统的研究，并在此基础上提出了相应的对策，以确保建筑节能政策能够得到有效的贯彻实施。

Research on the Problem and the Countermeasure in Practical Application of Building Energy Conservation

Saving energy and enhancing utilization ratio of energy is the basic policy of our nation. The building energy conservation occupies 41% of energy saving index during the eleventh five-year plan period, and it has become an engineering of the people＇s livelihood, which is related to all people. The quality of building energy conservation has a great influence on many aspects. Systemic research was made on problems existed in implementation process of building energy conservation, and corresponding countermeasure was brought forward to make sure the energy conservation policy will be implemented effectively.
