摘    要:介绍电力系统发电控制中频率一次调节、二次调节和三次调节概念;指出随着电力市场化的深入,原来的调度内涵正在发生巨大变化。推动网厂两级经济调度、实施全厂自动发电控制正是顺应了电力市场化改革的要求,符合网厂双赢的原则。以神头第一发电厂成功实施全厂自动发电控制为例,分析发挥厂级监控信息系统作用、推动厂级优化负荷分配功能实施的要点:要提高对电厂采用全厂自动发电控制(AGC)必要性和可行性的认识;要有实施全厂AGC的充分安全措施和保障;完善厂级优化负荷分配软件。

Abstract:The concepts of first regulation, second regulation and third regulation of frequency in electric power control system were introduced in this paper. With the increasing development of electric power market, the meaning of dispatching is changing considerably. It is true for the present electric power market reforms to promote the economic dispatching in levels of electric network and power plant and realize automatic generation control(AGC). Taking the successful case of Shentou No.1 Power Plant for instance, the key to SIS and load distribution optimization lies in the following aspects: deepening the recognition of necessity and feasibility of AGC in plant level, taking measurements to guarantee the safety of AGC and improving the optimization software for load distribution.
