摘    要:制定科学合理的黑启动方案对于实现电力系统大面积停电后的快速恢复具有重要的现实意义。提出了基于灰关联矢量投影法的黑启动方案评估模型,通过层次分析法确定指标的主观权重,采用熵权法确定指标的客观权重,基于加法原理融合主客观权重信息得到各指标的综合权重值。结合灰色系统理论和矢量投影原理,计算评价对象的优属度,实现黑启动方案优选。实际电网的应用实例证明了该方法可以为黑启动恢复提供科学合理的决策参考。

Abstract:Scientific and rational black-start plans are important to the fast restoration of the power system after large-area blackouts. A new scheme evaluation model for black-start based on grey relation projection method is proposed. The subjective weights are determined by the analytic hierarchy process and the objective weights are determined by entropy method,then the comprehensive weights of the objects' indices can be obtained based on the addition principle. Combining with grey system theory and the vector projection principle,the priority membership of the evaluation objects is calculated,then the optimization of black-start scheme is achieved. Actual application to the power system proved that the proposed method could provide dispatchers with scientific and rational decisionmaking references.
