东平湖水库移民开发建设的实践与思路

Practice and Way of the Development and Construction of Dongpinghu Reservoir

Dongpinghu reservoir was constructed in 1958 and is one of important project for dealing with floods in the lower Yellow River. A lot of resettlement residents returned their original places for living in the reservoir area after the reservoir operation model was changed in 1963, which left increasing issues of difficulties of production and life. Since the first phase plan for dealing with resettlement left issues implemented in 1986, evident effects have been achieved in resettlement residence and development, and the poverty condition has been changed greatly. The concrete methods are: (1)strengthen leadership and organization; (2)insist on development; (3)enhance project management; (4)amplify financial management system; (5)implement strategy of flourishing the reservoir through science and technology; (6)establish development and service system of the reservoir; (7)combine publicity, mobilization and demonstration; (8)establish multi investment system.
