抓实前期工作坚固千里江堤

’98大洪水后，为保障大规模长期干堤加固工程顺利实施，按水利部部署，长委及有关单位及时组织落实各项前期工作，并采取措施对前期工作重点环节诸如勘探测量、隐蔽非稳蔽工程划分，项目审批审查等进行了有效控制，扎实的勘测设计、严格的审批审查等前期工作成果，不仅保证了工程建设顺利实施，而且有效地控制了工程投资，改变了以往水利工程工期过长和不断增加投资的不良现象，长江堤防前期工作取得了辉煌的成就。

Do a Solid Work During Preparation Stage and Strengthen Our Long Levees

After the big floods in 1998, for a satisfactory implementation of a large-scale levee construction along the main bank of the Yangtze River, the Yangtze River Water Resources Commission and relevant organizations have organized the preparation work promptly, based on the direction of the Ministry of Water Resources. Measures have been taken for an effectively control of major working steps in the early stage, such as reconnaissance and survey, division of built-in works and non-built-in works, as well as review and approval of the projects. Due to a sound preparation work in the early stage such as a solid reconnaissance and design and strict review and approval, construction has been smoothly conducted and investment has been effectively controlled, which make corrections of the problems of delaying project construction period and exceeding budget by the past water projects. The preparation work of levees construction along the Yangtze River has gained a splendid result.
