计及抗灾能力和地区特点的配电网规划方案综合评估

摘    要:配电网规划是城市总体规划的重要组成部分,对规划方案进行综合评估有利于提高决策水平和投资效益,现有研究成果较少将抗灾能力和地区特点等因素纳入配电网规划综合评估中。为此,提出了计及抗灾能力和地区特点的配电网规划方案综合评估方法。首先,结合现有研究成果,将抗灾变性纳入评估指标中,建立了包含安全性、可靠性、经济性、适应性、协调性和抗灾变性的配电网规划方案综合评估指标体系。其次,在层次分析法的基础上,进一步考虑了各地区经济发展、灾害分布和地理环境等因素对各项指标权重的影响,提出了考虑地区特点的综合评估方法。通过对某地区"十二五"配电网规划方案的实例分析,验证了该方法的有效性。

Abstract:Distribution network planning is an important constituent of urban master planning and it is favorable for the improvement of decision-making level and returns on investment to perform synthetical assessment on planning schemes.In existing research results,the factors such as anti-disaster ability and regional characteristics are seldom brought into synthetical assessment on distribution network planning.For this reason,a method for synthetical assessment on distribution network planning in which anti-disaster ability and regional characteristics are taken into account is proposed.Firstly,based on existing research results,the disaster resisting factors are brought into the assessment indices and a assessment index system,in which the safety,reliability,economy,adaptability,coordination capacity and anti-disaster performance are included,is built;secondly,based on analytical hierarchy process(AHP) the influences of such factors as regional economic development,disaster distribution and geographic environment on index weights are further considered,and a synthetical assessment approach in which the regional characteristics are taken into account is given.The effectiveness of the proposed method is verified by analysis on actual distribution network planning schemes for a certain region in the 12th Five Year Plan.
