| 摘 要： | 水资源安全是国家经济安全的重要组成部分。水资源安全的概念有狭义和广义之分。建立水资源安全预警系统可以提前发现未来有关水资源可能出现的不安全问题及其成因,为制定消除或缓解水资源不安全的措施提供依据,是保障水资源安全的有效途径。
