新时代我国燃料乙醇产业发展新思路

我国生物燃料乙醇产业的发展始于“十五”初期，经过20多年的发展，已经成为全世界第三大燃料乙醇生产国和消费国。燃料乙醇产业的发展，不仅可以优化能源结构，促进生态环境改善，而且是国家在新时期有效调控粮食安全大局的重要途径。该文通过对燃料乙醇的产业基础、原料供给、市场需求等几个方面的分析，论证了其在新时代社会主义现代化建设进程中的可持续发展的内在逻辑。针对新时代我国燃料乙醇产业面临原料供给侧结构性改革、新能源汽车深度发展、非生物基乙醇和进口燃料乙醇竞争等不利因素的冲击，提出了“以服务国家粮食安全为核心的新产业定位、以构建‘两阶段’为特点的新原料战略、以科技创新为引领-统筹产业时空布局规划的途径、以指导-提升服务能力为保障的新发展战略”的新思路、新策略，对推动我国燃料乙醇产业健康发展具有重要意义。

New ideas for the development of China's fuel ethanol industry in the new era

The development of bio-fuel ethanol industry in China began in the early period of the "Tenth Five-Year Plan" and has become the third largest producer and consumer of fuel ethanol in the world with development for more than 20 years. The development of the fuel ethanol industry can not only optimize energy structure and promote the improvement of the ecological environment, but also is an important way for China to effectively control the overall situation of food security in the new era. The inherent logic of the fuel ethanol sustainable development in the process of socialist modernization in the new era was demonstrated through analyzing the industrial foundation, raw material supply, market demand and other aspects. Facing the impact of adverse factors, such as supply-side structural reform of the raw materials, the in-depth development of new energy vehicles, and the competition of abiot- based ethanol and imported fuel ethanol, the new ideas and new strategies of the new industry positioning on serving national food security as the core, the new raw material strategy of constructing of 'two phases' as the feature, the way of taking scientific and technological innovation as leading-coordinating industrial spatial and temporal layout planning and the new development strategy of taking guiding-improving service capability as the guarantee were proposed to promote the healthy development of the fuel ethanol industry in China.
