摘    要:本文分析了世界恐怖主义发展趋势,我国地下工程的现有防护思想及可能遭受的恐怖袭击。论述了地下工程遭受生化及放射性恐怖袭击时的灾害特点。指出通过识别并评估各种已知和潜在的威胁,采取有效措施降低灾害或减轻灾害后果,使地下工程的安全性提高到可接受水平,是增强地下工程反恐能力,维护公共安全,经济而有效的方法。建立了地下工程的安全评估与决策平台,为地下依据和技术措施。

Abstract:The trend of worldwide terrorism, current defensive ideas and possible attacks of underground engineering in our country were analyzed in this article, and the characteristics of the CBR attacks against underground engineering was discussed. It was concluded that it's an economical-efficient way to enhance anti-terror capability of underground engineering and maintain public safety, through identify and evaluate various known and latent threats, take effective measures to reduce disaster and it's aftermath, and improve the safety of underground engineering to acceptable level. The safety evaluation and decision-making platform were established, and the necessary theoretic foundation and technical measures for anti-terror requirement of underground engineering were provided.
