摘    要:以实际工程规划为例,在对规划区域调研和基础资料进行客观分析与甄别的前提下,指出了规划的难点,探讨了中国沿海地区快速发展城镇污水处理工程建设规划的主要理念,采用因果预测法和延伸性预测法等分析方法预测规划年限人口当量系数和当量人口等重要指标与参数,因地制宜地提出了大规模集中排放的工业废水和排水体制等问题的解决措施。

Abstract:By taking the planning of practical project for example and by making objective analysis and discrimination on the planning area and basic data, difficulties of the planning were presented, and the key conception on the planning for construction of wastewater treatment project in the rapidly developed coastal cities in China was discussed. The analysis methods such as causal forecasting and scalability forecasting were used to forecast some important indexes and parameters including population equivalent coefficient and equivalent population in planning period. The methods for solving the centralized discharge of industrial wastewater in great amount, and the sewer system were proposed according to local condition.
