我国天然气发电产业亟待立法促进和保护——从《可再生能源法》展开讨论

从本质上讲，《可再生能源法》保护和促进的是清洁能源的产业化发展。天然气发电能够改善环境和能源结构，是世界上许多新兴工业化国家和发达国家正大力鼓励和扶持的清洁能源产业；天然气发电是LNG产业链不可或缺的环节，也是LNG国际能源竞争的内部支撑；天然气发电在我国尚处起步阶段，面临许多困境，产业化发展举步维艰。因此，比照《可再生能源法》，通过立法来鼓励、促进和保护我国天然气发电产业的发展正当其时。

THE INDUSTRY OF GAS POWER GENERATION THIRSTING FOR PROMOTION BY LEGISLATION IN CHINA: Discussion based on the Law of Renewable Power

In essence, the purpose of the law of renewable power is to protect and promote the industrialization development of green power. There is no doubt that gas power generation would improve the quality of environment and the energy structure of a country, which is being encouraged and supported by the government in most developed countries. Moreover, gas power generation, as one of indispensable chains for the industrial links of LNG (liquefied natural gas) has been a backstop in international power competition. However, gas power generation in China is still at the early stage of underway development, and has to smooth away many problems and difficulties. Therefore, comparing with the law of renewable power, it's high time for China that legislation should be under way in order to help encourage, promote, and protect the industrialization development of gas power generation.
