| 摘 要： | 城市环境是城市经营的客体,良好的城市环境是城市经营的目标,两者相互作用,互为因果。作为城市经营的主体,政府与社会中介组织、企业通过自上而下和自下而上两个渠道多途径来营造良好的城市环境。
