工程项目HSE管理与控制

目前国内外新建石化项目趋于大（特大）型化,投资大,设施多,建设周期长,工艺复杂,施工难度大,参与建设单位多,施工队伍技术力量、安全意识参差不齐,这些工程项目特点给施工安全管理带来很大难度。文章在分析工程项目安全管理特点的基础上,介绍了几种先进的安全管理模式。结合中海油惠州炼油项目建设过程中的HSE管理实践,提出了项目安全管理的内容与方法。旨在为大型石化项目建设安全管理提供了一定的借鉴。

The HSE Management and Control of Construction Project

At present,domestic and foreign new petrochemical projects tend to be large（large） type,large investment,infrastructure,long construction period,complex process,difficult construction,participate in the construction of units,construction technology,safety awareness is uneven,the engineering project characteristic brings very great difficulty to the construction safety management.Based on the analysis of safety management of construction project on the basis of the characteristics,and introduces several modern safety management mode.Combination of CNOOC Huizhou refinery project construction process in the HSE management practice,puts forward the contents and methods of project safety management.Designed for large scale petrochemical project construction safety management provides reference.
