基于经济性边际效应的城市安全风险评估体系

从城市经济发展的边际效应分析入手，分析了包括城市应急处置能力、城市安全容量在内的约束性因素与经济发展增长之间的经济性边际关系，建立与经济增长速度紧密相关的基于经济性边际效应的城市安全风险评估体系，提出其安全风险评估的基本理论模型。

Risk Evaluation System of City Safety Based on Marginal Utility in Economy Development

Along with the high speed growth of economy in the process of development in modern city,the problem of urban safety is increasingly important.Therefore,the risk evaluation system of city safety is an urgent task to construct.A new risk evaluation method adapted for economy development and running is provided to build up the evaluation system by the analysis of relationship between the growth of economy and the restriction factors of marginal utility including the control ability of urban emergency and the capacity of city safety.The paper provides a risk evaluation system of city safety based on marginal utility in economy development tightly relevant to the speed of economy growth.Lastly the theoretic mathematic model of risk evaluation is presented.
