摘    要:高碳燃料大规模使用过程中产生的巨量CO2排放,导致大气中CO2浓度快速增加,全球气温升高,危及人类生存安全。发展低碳能源成为实施CO2减排的重大举措。在探讨低碳燃料的界定方法,构建CO2排放体系的基础上,提出了广义低碳能源概念。为加快实施低碳能源战略,拟确立发展低碳用能理论与创新低碳技术并举的原则,并对低碳技术的创新原则、项目分类以及能源转型初始期拟选创新项目做了全面阐述。
