城市规划体系必须突出其作为地方事务的特点。首先,要明确国家和地方事权,国家对地方城市规划的审批只需要审查涉及区域、流域协调和国家战略的重大问题,减少单一城市发展对区域的不良“外部性”影响;其次,要重视建立地方规划编制、决策和管理制度,明确规划委员会制度、公众参与制度的地位,在“市场—行政—公众”之间形成制衡的权力体系,以保证城市的有序发展

Establishing a Urban Planning System Adaptable to Market Economy

urban planning system must give promi- nence to the feature of its being local affairs.First of all,a clear-cut definition of the state and local affairs and rights must be given.In performing ex- amination approval of the local urban planning,the state has only to check the major issues concern- ing the regional and drainage area coordination and national strategies.Efforts must be made to reduce the adverse"external"effect on the region by single city development.Secondly,importance must be at- tached to the establishment of local planning workout,decision-making and management system. The role of the planning committee and public par- ticipation must be clearly defined,forming a power system that restricts each other among"market-ad- ministration-public"so as to ensure the orderly de- velopment of the city.
