城市边缘风景地区控制性详细规划编制的探索

针对城市边缘组团建设发展形势与要求的变化,分析城市边缘风景地区的特点,研究该类地区控制性详细规划编制中需要解决的重要问题,立足于规划区域生态环境改善与土地资源高效使用之间相互平衡的发展目标,综合考虑并衔接土地利用规划、城镇规划和风景名胜区规划领域内各类规范、标准的用地分类模式,对该类地区的用地分类体系进行了新的探索,并初步研究建立起与此相适应、建设用地与非建设用地并重的指标控制体系。

Exploration on the Controlled Detail Planning Compiling of Urban Fringe Scenic Areas

In view of the group construction development and requirement changes of urban fringe, the characters of scenic areas in the urban fringe are analyzed, and key issues to be solved in the controlled detail planning compiling of there areas are studied. Based on the balanced development of the improvement of ecological environment and high-efficiency us of land resources of the planning area, and the comprehensive consideration of the land resources planning, urban planning and scenic site planning and the land use models of various regulations and standards, the classification of land use in these kind of areas are made new exploration so as to establish corresponding and balanced construction and non-construction land use index control system.
