黄河小浪底工程关键技术研究与实践

摘    要:小浪底工程复杂的地形地质、特殊的水沙条件、严格的运用要求,被中外水利专家称为世界坝工史上最具挑战性的水利工程之一。针对小浪底工程关键技术,通过大量的科学实验,提出了“合理拦排、综合兴利”的规划理念。采用隧洞泄洪为主、进水口集中布置的枢纽总布置方案解决了进口泥沙淤堵问题;采用多级孔板消能技术成功改建泄洪洞,为大型导流洞重复利用提供了一条崭新的技术思路;大胆采用新技术、新设备、新工艺,实现了多项技术突破,系统性地创新了工程建设管理模式,取得了质量优良、工期提前、投资节约的巨大成绩,为我国现代水利水电工程建设管理树立了成功典范。小浪底工程初期运行在防洪、防凌、减淤、供水、灌溉、发电、生态环境等方面发挥了显著效益,有力促进了经济社会发展。

Abstract:In allusion to the key technologies for the construction of Xiaolangdi Water Control Project, the panning concept of “reasonable sediment-trapping and sediment-flushing and comprehensive operation for beneficial purposes” is innovatively put forward through large amount of scientific experiments, and then the problem of the sedimentation at the intake is solved with the general layout scheme of the project that flood is discharged mainly through discharge tunnels and intakes are concentratedly arranged. Moreover, the flood discharge tunnels are modified, with the technology of energy dissipation by multi-stage orifice plate, for providing a new technical idea for the reutilization of the large-sized diversion tunnel and, thereby several technical breakthroughs are realized through the brave adoption of new technology, new equipment and new technics. Furthermore, the management mode for the engineering construction is systematically innovated with the significant achievements of perfect construction quality, advanced construction period and saving of investment, therefore, a successful mode is set up for the modern management of the construction of the water resources and hydropower project in China. Generally, significant benefits in the aspects such as flood control, ice-flood control, desiltation, water supply, power generation, eco-environment, etc. are obtained during the initial operation of the project, with which the economic and social development is greatly promoted.
