煤基能源国有资本投资运营公司的运营机制研究（增刊）

组建或者改组国有资本投资运营公司,是探索国有企业改革的重要途径,同时也是改善国有资本布局和结构,实现国有资本保值增值的重要举措。当前绿色发展已经上升为国家战略,更是煤基能源企业发展面临的巨大机遇和挑战。本文运用系统工程思想,结合煤基能源企业的实际,以问题为导向,按照国有资本投资运营公司的组织模式,从功能定位、法人治理结构、考核评价、风险管控四个方面对煤基能源企业的运营机制进行设计优化,重点突出系统性、战略性、协同性和实用性,使煤基能源企业能够在经济发展新常态下实现成功转型升级和新的跨越式发展,同时也对同类企业提供一些可能的参考和建议。

Research on operation mechanism of coal-based energy state-owned capital investment and operating corporation

The establishment or restructuring of state-owned capital investment operation company is an important way to explore the reform of state-owned enterprises. It is also to improve the layout and structure of state-owned capital, and realize the important measures to increase the value of state-owned capital. Currently, the green development policy has risen to national strategy, and is also the great opportunities and challenges faced by the development of coal-based energy enterprises. Using system engineering thought, combined with the actual coal based energy companies, according to the organization mode of the state-owned capital investment and operation of the company by problems oriented, from four aspects of function orientation, corporate governance structure, evaluation, risk management, design and optimize the operational mechanism of the coal-based energy enterprise, emphasis of system, strategic and cooperative and practical, so that coal-based energy companies in the economic development of the new norm to achieve a successful transition upgrades and new development by leaps and bounds, and it can also provide some possible suggestions and reference to the similar enterprises.
