论高等教育的创新文化发展战略

高等教育具有鲜明的文化属性和强大的文化功能，能够在社会的文化建设中发挥传承、创新、辐射和示范作用。为了建设创新型国家，高等教育应当成为创新文化的中心，充当创新活动和创新体制的前提与基础，发挥相应的文化引领、精神支持与价值引导作用。因此，创新型国家建设迫切需要高等教育实施创新文化发展战略，其内容包括以下四个方面：一是深刻认识高等教育在创新型国家建设中的文化意义；二是通过高等教育导引社会文化发展的方向；三是发挥高等教育对于社会改造的参与和评论作用；四是发扬“和合”文化促进社会的和谐发展。只有切实采取以上这些战略措施，才能确保高等教育文化创新功能的实现。

On the Development Strategy of the Innovative Culture in Higher Education

Higher education has an obvious cultural character and plays an important role in social culture construction. In order to realize the goal of building an innovation - oriented country, higher education needs to implement the innovative culture strategy which includes：（1） deeply understanding the important culture sense of higher education in the construction of innovative country; （2）guiding the development of social cultural by higher education; （3） exerting participation and comment roles of higher education on social reform; （4） promoting the harmonious development of society through university culture of harmony and reunion. Only in this way, can we achieve the greatest culture innovation function of higher education.
