现代大学制度框架下学院层面的权力配置和运行

建立科学高效的内部管理体系是现代大学制度建设的精髓。目前，我国高校大多推行校院两级管理模式，学院层面是具有相对独立性的准办学实体。为有效激发办学活力，在学院层面的权力配置上必须坚持学术权力为主、行政权力为辅，分类分层指导与责权利统一等基本原则。同时，要建立权力制约机制，确保权力廉洁高效运行。

On the Power Distribution at the Level of School under the Frame of Modern University System

The establishment of effective internal management system is the core of modern university system construction. Most of Chinese universities carry out the management system at both levels of school ＆ college. The school level is a quasi--education entity of relative independence. To inspire the vi- tality of education, the power at the level of school should be distributed according to the principles of giving priority to academic power, supplemented by administrative power, of classified guidance, of the unification of responsibility, right and power.
