我国高等教育集权管理体制生成逻辑分析

在“大一统”文化传统影响下，我国习惯于用集权管理手段管理公共事务，加之新中国成立之初奉行“以俄为师”治国方略，用“全能理性”制度设计规约各种社会生活，高等教育被纳人到政府一元化规制之中，成为政府部门的附属机构和下属单位。另外，就现代大学的成立而言，我国的大学是民族国家本着富国强民的理念而建立的，不像西方大学是知识人自发自为的产物，大学的“外生性”也决定了我国大学长期以来一直缺乏自主办学的品格，习惯听命于政府办学。我国高等教育集权管理体制的生成是内、外因素综合作用的必然结果。

On the Generation Logic of Centralized Higher Education Management System in China

The generation of Chinese centralized higher education management system is due to the combined action of the internal and external factors. First, under the traditional culture of ＂Great unification＂, China has consistently managed public affairs by centralized pattern. Second, at the beginning of New China being founded, ＂adopting the Russian ideas＂ was pursued, and higher education was regarded as part of government. Third, unlike the western universities, the purpose of establishing Chinese universities was to make the people rich and the country strong.
