| 摘 要： | 在计划经济下，中国高等教育是国有化的办学体制、条块分割的领导体制、高度集权的管理体制、单一的投资体制。在邓小平理论指引下，在经济体制改革的推动下，我国高等教育体制的改革逐步深化。办学体制改革包括：变国有化的办学体制为一主多元的办学体制，变高度集权的管理体制为扩大高校办学自主权，变条块分割的领导体制为以条块为主的领导体制。内部管理体制改革包括：实行教师职务聘任制度，改革校内分配制度。建立有效的民主监督制度等。

| Abstract: | Under the planned economy, Chinese higher education gives expression to nationalized school running system, segmented education leadership system, high--centralized educational administration system and single investment system. With the guidance of DENG Xiaoping theory and the drive of economics system reform, the reform of higher education system has been deepened. The reform of school running system includes the diversification of school running system, reinforcing the authorities of universities, and the establishment of ＂integrated first, separate second＂. The internal administration system reform includes the implementation of teacher engagement system, the reformation of distribution system, and the foundation of effective control system etc. |
